J-Church dead last among LRV lines (again)
The service standards reports (pdf) are out, and once again the J-Church has the lowest on-time performance of any rail line in San Francisco (64.9% in FY 2009). Supervisor Bevan Dufty, who represents the area served by the J, has requested a Controller’s audit.
Overall on-time performance was up the last quarter, to 72.7% (page 4 of pdf). Muni has never come close to the 85% on-time service mandated by Proposition E in 1999.
The J which has a low traffic/no traffic leg from Balboa to 30th, has very little excuse Given that Muni has DPT they could clean up the stop sign sabotsage on Church if they wanted to. This sort of f$^& the riders behavior is why Ford should go.
It is quite disappointing that MTA has not implemented the VERY simple proposed changes to the J that we submitted many years ago. (mainly removing superfluous stop signs.)
In 2002 Rescue Muni sent the MTA a list of cheap transit upgrades for the J. This was based on several members riding the route end to end noting delay points. To noone’s surpride there were two segments where anti transit traffic controls slowed the J between 30th and 22nd, and between 18th and the Duboce portal. We found excess 4 way stops and lack of transit prempts/transit favoring stoplights.

¨ 17th Street: no inbound pre-empt is requested but an outbound pre-empt is desirable
¨ 16th Street: a Vetag activated pre-empt should be installed.
¨ 15th Street: a pre-empt in both directions should be installed.
At the time it was expected that a traffic signal would be installed at Duboce/Church w/ LRV preference. AFAIK this is still, seven years later, in the planning pipeline.
This is classic Muni–when confronted w’ easy and cheap improvements, DO NOTHING!
